Starts creating FFTW plans: loads the FFTW wisdom of this MPI rank, once per process, from
ncm_cfg_wisdom_rank<rank>.fftw3 in the NumCosmo user data directory, see ncm_cfg_init(), and
takes the planning lock, see ncm_cfg_lock_plan_fftw(). key identifies the plans: the caller
and everything that makes a plan different, such as the transform sizes and kinds and the
number of transforms; the current default planner flag is added to it. It only tells
whether the process planned the same before, and the wisdom file is the same for every
key. Pass the return value to ncm_cfg_fftw_plan_end().
This function is not directly available to language bindings.
