Description [src]
Releases the planning lock and, when first is TRUE, rewrites the wisdom file if the
wisdom changed. A key planned before adds no wisdom, so its save, which exports the whole
wisdom to compare it, is skipped. Wisdom is neither loaded nor saved under FFTW_ESTIMATE.
This function is not directly available to language bindings.
