Description [src]
Creates a new NcmMSetCatalog from the catalog in the file file.
The file is opened in a read-only fashion.
It will use also the mset file (same name but with .mset extension).
Parameters

The data is owned by the caller of the function. The value is a NUL terminated UTF-8 string. burnin-
Type:
glongBurn-in size.
Return value
Type: NcmMSetCatalog
A new NcmMSetCatalog.
