Creates an empty B-spline that sets its order on preparation, see NcmSplineBSpline:reltol.

The relative interpolation error requested.

abstol

The absolute interpolation error requested.

Return value

Type: NcmSplineBSpline

A new NcmSplineBSpline.

The caller of the function takes ownership of the data, and is responsible for freeing it.
